If a veteran is homeless or about to be, the single best first step is 877-4AID-VET (877-424-3838), the VA's National Call Center for Homeless Veterans — trained staff, any time of day, no cost. They connect the veteran to the local VA Medical Center's homeless-services team, who coordinate the programs below.

HUD-VASH pairs a HUD housing voucher (which covers most of the rent) with VA case management. The veteran typically pays about 30% of income. Referrals run through the VA, not through a housing provider.
Supportive Services for Veteran Families (SSVF) gives short-term help to prevent a veteran losing housing or to quickly re-house one who has — deposits, arrears, and case management. It's run by community partners funded by the VA.
GPD pays providers a daily rate to run transitional housing for homeless veterans. It's the main route by which a structured veteran bed gets funded, and usually a step toward permanent housing.

Discharge status affects which VA programs are open, but an other-than-honorable discharge does not automatically disqualify a veteran from help. Ask the VA directly — many veterans qualify for more than they expect.
