How a supported-home bed is funded in Virginia — with the official agency to verify.
In Virginia, the residential support services in a supported home are paid by the three DD Waivers — Community Living (CL), Family & Individual Supports (FIS), and Building Independence (BI) — plus CCC Plus / Cardinal Care for aging/disability (there is a DD waiver waitlist with priority tiers). In Virginia you apply through your local Community Services Board (CSB), which does the intake screening (VIDES) and, with you, sets a Priority Needs Level (1, 2, or 3) on the DD Waiver waiting list. Slots are assigned by urgency of need (needs-based, not first-come), and your level can change as needs change.
